A federal appeals court rejected New York City’s efforts to force city taxi owners to switch to hybrid vehicles. Upholding an earlier ruling, the court said the city’s efforts usurped federal authority to regulate fuel economy. The city has been trying to create rules and incentives to improve the efficiency of the taxi fleet since 2007 — especially the Ford Crown Victoria cabs that get about 12-14 miles per gallon. Hybrids currently make up 28% of the fleet. Boston taxi drivers successfully blocked a similar effort to mandate hybrids last year. Link to full story in The New York Times.
