New York’s Metropolitan Transportation Authority lacks the funds to complete a series of long-planned security upgrades, including digital surveillance cameras and motion detectors, according to a report from the state comptroller’s office. “The MTA is struggling to bring the security of its system into the 21st century,” comptroller Thomas P.
