ORCA transition slow for seniors and people with disabilities

The transition to the Puget Sound (WA) regional ORCA smart card has been particularly inconvenient for seniors and people with disabilities. Customers must apply for the discounted senior or disabled permit in person in order to present their qualifications and (for some passes) have their photo taken. The result has been long lines and waits up to an hour, according to The Seattle Times, although the situation has been improving. To help address overall demand, the $5 fee to purchase the card will be waived through February 28, a one-month extension.
