Delaware’s DART First State is giving free cell phones to its paratransit customers on a trial basis. The phones will have free airtime for two functions: calling DART customer service and calling 911. Twenty-five passengers will receive phones through the Transit-Link pilot program; a survey will be conducted after three months to assess the program. Link to full story in The News Journal.
