Valley Metro, which provides light rail in the Phoenix (AZ) area, is losing hundreds of thousands of dollars in fare revenue as passengers get free rides. The problem, according to The Arizona Republic, is the program that allows area employers to subsidize fare cards for their workers. Instead of paying a flat rate for the passes, employers pay Metro per trip. When riders fail to tap their cards before boarding, their trip does not register and Metro cannot bill the employer for the fare.
